Medium has supposedly cracked down on this and doesn’t allow deleting and republishing anymore, according to Shaunta Grimes.

So now what do we do? I’m poking around and I don’t see a lot of publications that allow us to submit directly to them. Seems like I’m seeing less today than just last week. If there’s no button in the menu, is there another way to submit to individual publications?
